Board Members


Jane Garibay, President
Jane Garibay has been the Executive Director of the Windsor Chamber of Commerce for over seven years. Former Board of Education president, Jane lives in Windsor with her husband Bernardo. They have three children, Jose, Andrew, and Cate.
Steve Hodges, Vice President
Steve Hodges is an award winning Digital Media Producer and Technology Wrangler. Working in various media since 1981, he has written, directed and produced work for local, national, and international radio, television, film and print. In addition to being a Producer, Steve is an expert on Avid, Final Cut Pro, Director, Flash, Photoshop and other applications. As a Technology Manager, he's an expert at keeping the machines running. Having built and maintained computers and networks, he has the experience to operate and care for nearly any kind of media technology - from cameras to VCR's to cuts-only decks to your DV NLE.

Steve has worked on shows nominated for recognition by the Emmy's, Telly's, Communicator and Addy Awards.
Lenford Lawes, Treasurer
I have been a member of the Board of Directors since the Fall of 2005. I have been a resident of Windsor for nineteen years. I have taught high school mathematics for many years. I also served as the Diector of Mathematics for the Hartford Public Schools. At present, I am an adjunct professor of mathematics at Capital Community College as well as an Assistant Principal at Weaver High School.
Bill Stephenson, Secretary
After serving as Audio-Visual Director for South Catholic High School and Media Specialist for the Capitol Region Education Council, in 1975 Bill began working for the Windsor Board of Education as their Audio-Visual Technician, with Stage Manager and de facto TV Studio Manager thrown in, and is now doing the 21st century equivalent: Computer Technician, still for the Board of Education. He also represents the Board of Ed on HACTAC, the Hartford Area Cable Television Advisory Council. This is Bill's second time as a member of the WIN Board. He was one of the original incorporators in 1981, serving on the very first Board and for several years thereafter. He rejoined the Board in January 2005, and is currently Secretary of WIN-TV.
Lorenzo Elliott, Member-at-Large
Min. Lorenzo Elliott Sr. is a fourteen year resident of Windsor; he is married and is the father of five. He has been a member of the Win-TV Board of Directors since September 2005 and is a seventeen year veteran of the Ct. Dept. of Corrections. Min. Elliott enjoys being active in the community. Over the past fourteen years, he has spoken to numerous schools in an effort to keep young people on the proper path to success. He also co-facilitated a Fatherhood Support Group aimed at helping fathers re-integrate themselves with their children. He is also active at his job where he is a peer mentor and a staff trainer. Min. Elliott is a member of the Mount Calvary Baptist Church in Hartford where he serves as an associate minister. He is currently enrolled in the Trinity Bible College and Seminary, pursuing a B.A in Theology. His ultimate goal is to earn a PhD in Theology.
John Berky
John Berky received his Bachelors Degree in Economics from Lafayette College and an MBA from Columbia University. From 1984 until 2002, he served as Vice President and Director of Radio (WNPR) at Connecticut Public Broadcasting. Since then, he has served on the board and staff of the SummerWind Performing Arts Center in several capacities and runs his own media business in town. John is a member of the Rotary Club of Windsor and Windsor Locks and has lived in Windsor with his wife, Marjory since 1978.
Lucinda Canty
Lucinda Canty was born in Hartford and raised in Windsor. She is a graduate of Windsor High School. Lucinda is currently a nurse-midwife at Hartford Hospital. She has been a nurse-midwife for over 13 years. She is actively involved in community education, focusing on teen pregnancy prevention and decreasing racial and ethnic health disparities. She has been involved with WIN-TV since 2005 and looks forward to learning more about public access television and becoming more involved in programming.
Carol Hartman
I have been involved with WIN-TV and public access television for many years. After completing several programs as a volunteer producer, I was asked to join the board of directors, where I served as publicity committee co-chair, treasurer and president. Co-director Pat Morando and I team taught all WIN-TV training classes for 5 years. As creator of the WIN-TV summer children's workshop, I ran the program for 3 summers. The teaching experience led to a new career path for me. Currently I am instructor in television production and director of LCTV at Loomis Chaffee. After taking a vacation from WIN, I rejoined the board in April 2005 where I am currently serving as program committee chair. Lori Hartmann
Lori Hartmann works for the Town of Windsor as administrative assistant in the Building Deptartment where she contributes her considerable organizational and computer skills. A University of Texas graduate, she has been an active volunteer in schools, sports, and community since arriving in Windsor 15 years ago with her husband and 2 children.
Lawrence Jaggon
Lawrence has been a member of the Board of Directors for several years, and served two terms as President. He's a very busy man (which is why I'm "ghost-writing" this bio, until he can find the time to do it right), putting in his days, evenings, and sometimes nights as owner of his own business, Emergency Nurses. When he has a chance, he enjoys a moment with his wife and daughter. He can frequently be seen holding a video camera, taping events for broadcast on WIN-TV.
Errol Richardson
Elliot Sirota
Elliot Sirota recently rejoined the Board of Directors of WIN-TV. He is a past president of the station and previously served as a Windsor representative to the Hartford Area Cable Television Advisory Council.

Professionally, Sirota is a realtor with Sentry Real Estate. Prior to joining Sentry, he owned and operated a nationally recognized home cleaning service, and before that held management positions in customer service for The Tele-Monitor Company in Falls Village, CT, ABB and Konica-Minolta, both in Windsor.

Elliot is also active in the community. He is co-president of the Poquonock School PTO, a member of the Windsor Chamber of Commerce, and a Windsor International Little League volunteer. He holds a bachelor's degree in communications from Columbia College in Hollywood, CA. He has lived in Windsor since 1992 with his wife Heidi and has two daughters, Carly and Sophie.
Paul Vagnini
Paul Vagnini, a graduate of Providence College, has been a Windsor resident since 1976. He is currently on the Board of Directors of the Windsor Chamber of Commerce. He has been active over the years in the St. Gabriel School and Church community, working on several school fundraising activities, along with being a member of the church choir.

He has been involved for many years with Little League and Windsor Rec League basketball. He is currently a high school basketball referee on IAABO Board # 6. He is the owner of Nojunkmail.net LLC, a service bureau that assists consumers in ridding themselves of unwanted junk mail, along with providing print and mail services to municipalities throughout Connecticut. Paul and his wife, Maureen, have three children.

Ann Walsh
Ann was born in Worcester, Massachusetts. She married her husband and best friend, Bill, on August 20, 1960. Their first son, Billy, was born in Washington, DC. The small family moved to Connecticut and bought their first home in Windsor in 1964. Seven of their children were born in Windsor and all remain in Connecticut raising Ann and Bill's 18 grandchildren. Ann ran daycare in their home for 25 years and worked at Scully Motors for nine years. Ann has been an active member of Saint Gabriel's School for 43 years, Windsor Woman's Club for 15 years, Mary's Place for 13 years, has recently been elected to the board of directors of WinTV and is secretary for the newly formed Social Service board. With all her volunteering, Ann is very busy, but always finds time for her family. Many know Ann as the face of Alex's Lemonade Stand, the pediatric cancer charity. Over the last six years, Ann motivated the Windsor Community to raise over $70,000 for Alex's Lemonade Stands!

Fred is our Station Technician, handling everything from studio setups to computer service and anything else electronic.
Adam Gutcheon, Board of Education Advisor
Adam Gutcheon is a lifelong Windsor resident. A longtime supporter of public access television, he won several Win-TV "Ollie" awards in the mid-nineties. He is currently Vice President of the Windsor Board of Education.
James Babb, Town Council Advisor
Jim attended Harrison College, has certificates from Oxford & Cambridge Universities and has several certificates in the Airline Industry from London schools. Jim worked 13 years as Meteorologist with the British Air Ministry in charge of two reporting stations. He served 28 years as Senior Operations Officer for British Airways at JFK Airport, NY Freemason, Kt. Templar, Shriner. Jim serves on the CRIS Radio board, Windsor Library Association, Windsor Education Foundation, served twice as President of Windsor Lions Club, Cabinet member of CT Lions Club District 23B. Jim is an affiliate member of East Windsor Lions Club, life member of Windsor Tobacco museum, Northwest Park and is on the Windsor Democratic Town Committee. Jim's energy is very much centered on helping to make Windsor a better place for children and their education. Jim has three children (all professionals) and four grandchildren. One is completing his Doctorate, one his Masters in ancient studies and two are youngsters. He and his family are fortunate to have seen most of the world, being educated in several countries.
