Board of Directors

Five Directors (one-third of the complete Board) are elected at the Annual Meeting each December, and serve for a term of three years.

Officers are elected immediately after the election of Directors, and serve for a term of one year.


Elliot Sirota - President

Elliot Sirota - President
Elliot Sirota recently rejoined the Board of Directors of WIN-TV. He is a past president of the station and previously served as a Windsor representative to the Hartford Area Cable Television Advisory Council.

Professionally, Sirota is a realtor with Sentry Real Estate. Prior to joining Sentry, he owned and operated a nationally recognized home cleaning service, and before that held management positions in customer service for The Tele-Monitor Company in Falls Village, CT, ABB and Konica-Minolta, both in Windsor.

Elliot is also active in the community. He is co-president of the Poquonock School PTO, a member of the Windsor Chamber of Commerce, and a Windsor International Little League volunteer. He holds a bachelor's degree in communications from Columbia College in Hollywood, CA. He has lived in Windsor since 1992 with his wife Heidi and has two daughters, Carly and Sophie. Min. Lorenzo Elliott, Sr.


Min. Lorenzo Elliott Sr. is a resident of the town of Windsor since 1993; he is married (wife Comalita) and is the father of five and grandfather of five (One daughter, Latique 25, four boys, Lorenzo Jr. 28, Ernest 23, Gabriel 13, Daniel 10 and 2 granddaughters, Lahzarya 8 Zanayla 2. Three grandsons, Tristen 2, Isaiah 2 and Malachi 1). He is has been an active member of the Windsor Public Access Station (Win-TV) Board of Directors since September of 2005 and recently elected Vice President in December 2011. He is the Chairman of the Win-TV Nominating Committee and retired in December, 2010 from the Ct. Dept. of Corrections.


Min. Elliott enjoys being active in the surrounding communities as well as his own. In the past spanning seventeen years, he has spoken to numerous schools (elementary and junior high) regarding prison life, gangs, drugs and proper decision making in an effort to keep our young people on the proper path to success. He also co-facilitated a Fatherhood Support Group for three consecutive terms aimed at helping fathers re-integrate themselves with their children.


When he was employed as a correctional officer, he was also active on his job where in addition to his regular job duties, he served as a peer mentor and staff trainer. He served on the C.E.R.T(Correctional Emergency Response Team) Team for eighteen years, retiring with the rank of Squad Leader.


Min. Elliott is a member of the Mount Calvary Baptist Church in Hartford where he
serves as an associate minister under his pastor, Dr. Richard L. Nash. He teaches the New Members' classes, the Wednesday night Bible class and is the president of its Men's Ministry. He is currently enrolled in The Trinity Bible College and Seminary, pursuing a B.A in Biblical Studies (Concentration in Theology). His ultimate goal is to earn a Doctorate Degree in Theology.

Bill Stephenson - Secretary
After serving as Audio-Visual Director for South Catholic High School and Media Specialist for the Capitol Region Education Council, Bill came to the Windsor Board of Education as their Audio-Visual Technician, Stage Manager and TV Studio Manager. As A-V died, the computer rose and he became the Board's first Computer Technician. Although he retired at the end of June 2009, he still represents the Board of Ed on HACTAC, the Hartford Area Cable Television Advisory Council. This is Bill's second time as a member of the WIN Board; he was one of the original incorporators in 1981. He rejoined the Board in January 2005, and is currently Secretary of WIN-TV. [Directorship term expires December 2012.]

Lucinda Canty - Member-at-Large of Executive Committee

Lucinda Canty - Member-at-Large of Executive Committee
Lucinda Canty was born in Hartford and raised in Windsor. She is a graduate of Windsor High School. Lucinda is currently a nurse-midwife at Hartford Hospital. She has been a nurse-midwife for over 13 years. She is actively involved in community education, focusing on teen pregnancy prevention and decreasing racial and ethnic health disparities. She has been involved with WIN-TV since 2005 and looks forward to learning more about public access television and becoming more involved in programming. [Directorship term expires December 2014.]

Katie Chiodo

Katie Chiodo has resided in Windsor for 21 years, working full time as Clerk of the Windsor Probate Court for the past 14 years and managing a retail business in town prior to that. She served on the WIN-TV Board for several years in the early 1990's and also was a HACTAC Board member for a 2 year term. Other activities include Town Planning and Zoning Commission Alternate for 7 years; 5 years on the Board of Windsor Independent Living Association; and some involvement in local charity events. Katie is very pleased to return to the WIN TV Board. [Directorship term expires December 2012.]


Michael Daly

Michael Daly
Michael has many ties to the Windsor community. He attended Clover Street School growing up and the majority of his family lives in and around Windsor. He was active with the Cirillo Summer Theater for over ten years. Michael works for the Community Renewal Team, a non-profit servicing the Hartford area with many different programs and services. He is also an extremely active member of the Hole In The Wall theater in New Britain. He is an IT guy by day but settles happily into his musical, theatrical self at most other times. Michael is also a newlywed, having married his wife Robin last September. The two of them are living in Windsor, remodelling a family home and excited about their new beginning and "their town". [Directorship term expires December 2013.]




Theresa Freeman

Theresa Freeman
Theresa has been a resident of Windsor for over 32 years. She is married to William E. Freeman. They have 2 children Lavonne Dominique and William Freeman. She is a member of St John's Church in Bloomfield where she is a part of the Audio Visual Ministry. She is an executive assistant at Prudential Financial Insurance Company. She has written many jingles for her church, previous employers, Habitat for Humanity, and the Town of Windsor. She has recently completed a special song for our troops, which was requested by Ann Walsh. Since becoming a member of the board she was given the opportunity to produce her own program called "Diversity in the Community". Diversity in the Community not only focuses on people of all races but a diversity of topics, music, religions, ages etc. Last year, she was chosen to be a part of a community production called "Least we forget - From the boat to Obama", which highlighted the history of black Americans from the early 1300's to today. This production was performed at the Bushnell on April 28, 2010. [Directorship term expires December 2011.]

Lawrence Jaggon

Lawrence Jaggon
Lawrence Jaggon is a 16 year resident of Windsor, a member of the board for many years, and has served two terms as president. He is a graduate of Mico Teacher's College in Kingston Jamaica and Capital Community College in Hartford. He is a registered nurse and is the owner of a nursing business. He is the President of the non profit group Family Hope Center Community Services Inc. in Hartford. He produces the show TV Caribbean which highlights Caribbean cultural events. He is a staff writer for the Windsor Journal. Larry is married with 4 children. He can be frequently seen holding a video camera, taping events for broadcast on WIN-TV. Lenford Lawes

I have been a member of the Board of Directors since the Fall of 2005. I have been a resident of Windsor for nineteen years. I have taught high school mathematics for many years. I also served as the Diector of Mathematics for the Hartford Public Schools. At present, I am an adjunct professor of mathematics at Capital Community College as well as an Assistant Principal at Weaver High School. [Directorship term expires December 2013.]

David Raney

David Raney
David Raney has lived in Windsor for 31 years and is currently employed at Branford Hall Career Institute, where he teaches health care courses. Prior to joining Branford Hall he was self-employed and worked with long-term care facilities and renal dialysis facilities in Connecticut and other states. He was also a Department Director at Saint Francis Hospital and a Division Director at John Dempsey Hospital and hospitals in Maryland and Illinois.

David is active in the community and is a Board Member of the Hartford Area Cable Advisory Council, a Board member of the Windsor Library, the Greater Hartford Transit District and is a past Chairman of the Windsor Republican Party and past President of the Connecticut Health Information Management Association and Vice President of the Maryland Health Information Management Association.

Mr. Raney has a Bachelor's Degree in Education and a Bachelor's Degree in Health Information Management, and Masters Degrees in Business Administration and Health Care Administration.

John Waiveris

John Waiveris
John is a software designer who moved to Windsor in 2001. He didn't grow up in town, but his grandparents were members of the Chamber and ran Windsor Cleaners for many years.

His company, Invisible Gold, builds, hosts, and sells software for easy to use websites. His career started with 7 years writing the first generation of distance learning software. Before graduating from RPI, his 3D and fractal animations were used in ski films and onstage for the Rolling Stones Voodoo Lounge tour.

He credits Image-Net Systems (Goshen, CT) for giving him access to computers, photographic, and video editing equipment at a young age. [Directorship term expires December 2012.]

Ann Walsh

Ann Walsh
Ann was born in Worcester, Massachusetts. She married her husband and best friend, Bill, on August 20, 1960. Their first son, Billy, was born in Washington, DC. The small family moved to Connecticut and bought their first home in Windsor in 1964. Seven of their children were born in Windsor and all remain in Connecticut raising Ann and Bill's 18 grandchildren. Ann ran daycare in their home for 25 years and worked at Scully Motors for nine years. Ann has been an active member of Saint Gabriel's School for 43 years, Windsor Woman's Club for 15 years, Mary's Place for 13 years, has recently been elected to the board of directors of WinTV and is secretary for the newly formed Social Service board. With all her volunteering, Ann is very busy, but always finds time for her family. Many know Ann as the face of Alex's Lemonade Stand, the pediatric cancer charity. Over the last six years, Ann motivated the Windsor Community to raise over $70,000 for Alex's Lemonade Stands![Directorship term expires December 2014.]

Lori Hartmann - Past Co-President and President, Lori works for the Town of Windsor as administrative assistant in the Building Department. Lori left the WIN-TV Board in December, 2011.

Jane Garibay - Past President and Co-President. Jane has been the Executive Director of the Windsor Chamber of Commerce since 1999. Jane left the WIN-TV Board in 2011.

Past Director: John Berky

Past Director: John Berky
John served as Vice President and Director of Radio (WNPR) at Connecticut Public Broadcasting from 1984 until 2002. Since then, he runs his own media business in town. John left the WIN-TV Board in 2011.
